- Assess efficiency requirements for operational processes.
- Assess rules that ensure efficiency of operational processes (policies & procedures).

- List and cluster job activities into functional roles.
- Assess knowledge, experience, and complexity level of each role.
- Assess frequency and duration of every role.
- Determine the characteristics and interpersonal skills needed for each role.
